SEN Capital Programme

The report will set out how the local authority is proposing to deploy a range of capital resources available to support the enhancement and expansion of capacity in Specialist provisions (including the £9.2 million that has been received from the DfE in the form of High Needs Provision Capital Allocations). It will contextualise that those decisions need to be informed by a combination of (a) our level of provision in Special schools currently being lower than the national average, (b) our assessment that there are both significant shortfalls in our overall capacity in specialist provisions and also particular gaps in our range of provisions, and (c) the HNPCA grant being a beneficial resource but North Yorkshire’s allocation being at a much lower level than across other English local authorities.

 

The decision will be informed by previous strategic approaches set out in the SEN Strategic Plan 2018, and was the subject of extensive consultation as part of Phase 2 of the Strategic Plan, May 2019, and ongoing discussions with Special school headteachers network, and the Schools Forum High Needs subgroup

Youth Justice Grant

In line with paragraph 6(b) of the Executive Members’ Delegation Scheme, the Executive Member for Children’s Services is asked to authorise the agreement for NYCC to accept the Youth Justice Grant for the following financial year 2023/2024, which will allow the Chief Financial Officer to authorise the acceptance of the grant. This will enable the local authority to receive the allocated funding to support the continued delivery of the Youth Justice service

Section 39 (1) of the Crime and Disorder Act 1998 requires the cooperation of statutory partners to form a Youth Offending Team (YOT). There is a duty for the local authority, the police, the probation service, and health named partners to cooperate in order to secure youth justice services appropriate to their area. YOTs are partially funded by the Government’s youth justice grant, in addition to funding from the council and statutory partners, to deliver elements of the youth justice system at a local level.

The local Youth justice plan must be submitted to the Youth Justice Board by 30 June 2023 to ensure timely payment of our Youth Justice Grant 2023/24.

We are awaiting confirmation of the actual amount of grant funding however the Youth Justice board have advised in a letter dated 17th March that they hope to be able to confirm your 2023/24 grant funding in Spring 2023. We have been advised that the funding for 2023/2024 will be similar to that of the previous year.
